Geolocation & plot verification

Plot data: collection, format, verification

In EUDR the core of the evidence is the plot coordinate. We convert supplier data to the Information System format, apply geometry and area rules, check it against open-source 2020 forest-cover and post-2020 change maps, and report inconsistencies plot by plot. We do not verify in the field; forest on a map is not non-compliance, it is a risk flag.

Format rules

What the Information System accepts

Coordinate system WGS-84 · EPSG:4326 Latitude and longitude, at least 6 decimal places (~10 cm precision). Degrees-minutes-seconds not accepted.
Point or polygon < 4 ha point · ≥ 4 ha polygon A polygon is the coordinate sequence that defines the plot boundary. A point is enough only for small plots.
File format GeoJSON The format the Information System accepts. Converted from Excel lists, KML or Shapefile.
Volume limit 10,000 places · 25 MB Per statement. Chains with thousands of plots need a DDS grouping strategy.
Date Harvest period Production/harvest date or period for every plot. Felling for wood; harvest season for cocoa and coffee.
Not allowed Region / country level "Black Sea Region" or "Ghana" cannot be entered. Every plot declared in excess creates liability; one deforested plot fails the batch.
Verification layer

Open-source reference maps

Every plot is queried against several independent layers in a "convergence of evidence" approach. The Commission's own guidance describes these maps as sources that feed the risk assessment: not mandatory, not exclusive, not binding.

JRC Global Forest Cover 2020 (EUFO) The Joint Research Centre's reference forest-cover map at 31 December 2020. Was the plot forest at the cut-off date?
Forest in 2020?
Hansen / GFW Tree Cover Loss Annual tree-cover loss at 30 m resolution. Any loss on the plot between 2021 and 2025?
Loss after 2020?
JRC Tropical Moist Forest (TMF) Tropical moist forest degradation and conversion classes; for cocoa, coffee, rubber and palm origins.
Degradation / conversion?
RADD alerts · WDPA · ESA WorldCover Recent deforestation alerts (2 km buffer), protected-area overlap, 2020–21 land-cover class.
Risk flag?

Toolset: the FAO Forest Data Partnership's open-source Whisp engine (Google Earth Engine) and JRC GEOS EUDR layers; all layers are public. Your plot coordinates are not passed to third-party commercial services.

Synthetic example. The result column takes three values: Clear (no flag in any layer), Review (a flag in one layer or a geometry issue), Risk (post-2020 loss or protected-area overlap).

What P-015 says

Plot above 4 ha but given as a point: format error. Also 0.4 ha tree-cover loss in 2022. The supplier is asked for a polygon and the cause of loss (fire, thinning, conversion); if conversion, the plot leaves the list.

What P-016 says

Not forest in 2020 (cocoa farm), no loss; but 3 recent alerts within 2 km. The plot looks clean, the surroundings are high risk: mitigation evidence required under the full regime.

What P-017 says

Overlap with a protected area: a legality issue, independent of deforestation. If compliance with the country's legislation (Art. 3(b)) cannot be shown, the plot cannot be used.

Process

Four steps from supplier to report

01

Collection template

TR/EN data request to the supplier: plot ID, coordinates, area, harvest period, legality document. Together with contract clauses.

02

Conversion and geometry check

Excel/KML/Shapefile → GeoJSON. Decimal places, 4 ha rule, self-intersecting polygons, duplicates and out-of-country coordinates.

03

Map check

Every plot queried against the reference layers: 2020 forest cover, post-2020 loss, alerts, protected areas. Result: Clear / Review / Risk.

04

Report and feedback

Plot-level report, correction list for the supplier, importer-ready GeoJSON and summary. Updated as inputs change.

Where the data originates

Turkish origin and imported raw material

Wood produced in Türkiye

  • State forest: OGM sales and delivery documents; compartment/sub-compartment numbers form the plot ID.
  • Forest-product transport permit: proof the product left a legal source.
  • Private forest and afforestation sites: permits and cadastral parcel.
  • Türkiye is low risk: Article 13 simplified due diligence; geolocation still mandatory.

Imported raw material (cocoa, coffee, timber, rubber)

  • Data sits in the trader, cooperative or exporter layer; rarely comes straight from the grower.
  • Data format, deadline, accuracy warranty and audit right go into the supplier contract.
  • Full regime for standard-risk origins; flagged plots need additional evidence or a supplier change.
  • Wood of Russian or Belarusian origin: high risk and sanctions; cannot be used in EU-bound product.
